PORTLAND, Ore. (AP) – The Oregon Court of Appeals has ruled that an Oregon State University fraternity can be held liable for failing to shield a rape victim from harm. The Oregonian reports that the court ruled yesterday that the woman can go forward with her lawsuit based on that argument. The suit says the local Phi Kappa Psi chapter allowed Gregory Sako to get drunk in his room before a 2008 party and return with the woman when the party was over. Sako was found guilty in 2009.

ALBANY, Ore. (AP) – A 53-year-old man accused in the 1987 slaying of a man he served time with at the Oregon State Penitentiary has been sentenced to more than eight years in prison. The Democrat-Herald reports that Dennis Beach pleaded guilty to second-degree manslaughter in the death of Thomas Hyland. Hyland’s remains were found by mushroom pickers near Sweet Home in 1989.

SALEM, Ore. (AP) – Gov. Kate Brown has appointed two new members to her administration. The Statesman Journal reports that Brown announced that Jerry Waybrant will be acting director of the Department of Human Services. Fred Steele was appointed as the state’s long-term care ombudsman.

BOSTON (AP) – New billboards in Portland and several other large cities proclaim what their Muslim backers say is the true message of Islam: peace and justice, not extremism and violent jihad. The New York-based Islamic Circle of North America has erected 100 new billboards after violent attacks by Islamic radicals, which they denounce as abusing Muhammad’s teachings.
