SALEM, Ore. (AP) – An Oregon Democrat has introduced a bill that would cancel anticipated “kicker” tax rebates and use the money instead for education and the state’s reserve fund. The move comes a week after economists projected that more than $470 million will be returned to Oregonians when they file their taxes next year. The measure would require a bipartisan vote of two-thirds of the House and Senate.

SALEM, Ore. (AP) – Oregon House lawmakers have advanced a measure limiting the reasons young students can be suspended or expelled. Under the bill, students in the 5th grade or lower could be expelled in only three specific circumstances: for causing serious physical harm to students or employees, or posing a threat of harm, or when expulsion is required by law. The bill now goes to the governor.

SALEM, Ore. (AP) – Police have made two arrests in the death of a 26-year-old man found unconscious and not breathing on the floor of a Salem residence. Salem police say officers responded to a report of a fight at the home. Detectives have arrested 56-year-old William Toressa of Prineville and 32-year-old Joshua Johnson of Lyons.

PORTLAND, Ore. (AP) – Federal prosecutors have recommended a sentence of more than two years for a former Portland city official who pleaded guilty to taking bribes in exchange for steering a parking meter contract to a Florida company. Agents raided the home and office of parking manager Ellis McCoy in 2011. He was accused of taking $56,000 in phony consultant fees, with a promise of more to come.
