SALEM, Ore. (AP) – An Oregon legislative panel has advanced a $7.26 billion spending plan for primary and secondary schools. Democrats on the budget subcommittee that oversees education funding approved the schools budget in a party-line vote. Democrats praised the budget as a stable funding plan that will allow most schools to continue with their current level of service. Education interests have criticized the budget, saying it won’t allow the state to improve lackluster graduation rates.

PENDLETON, Ore. (AP) – School officials in Pendleton say they hope to raise Native American graduation rates with efforts such as a new curriculum and expanded recruiting efforts for American Indian teachers. The district says it has put a $100,000 state grant into a curriculum focused on Native American and history. It’s also expanded its recruiting in the Northwest areas with large populations of Native Americans.

PORTLAND, Ore. (AP) – The Oregon Supreme Court has vacated its 2014 ruling that said animals can be considered individual victims of a crime. In an opinion released earlier this month, the high court said the matter should have never been considered because the state lacks the authority to appeal a judge’s sentencing in a misdemeanor case.

SALEM, Ore. (AP) – Crews are cutting down 14 century-old black walnut trees at the Oregon State Hospital and are trying to save 38 more from an infestation that could threaten the species citywide. The infestation is called thousand cankers disease. It’s broken out several times in the West since 2008 when it killed hundreds of trees in Boulder, Colorado.
