EUGENE, Ore. (AP) – Officials in Eugene have sued ride-sharing service Uber, seeking a court order to stop the service from operating in the area until it meets minimum safety requirements. The Register-Guard newspaper reports the lawsuit also seeks a court ruling that Uber must obtain a city license. Uber has maintained that it is basically a technology company that links customers to drivers, which it calls independent contractors. The ride-sharing service has said the city’s policies and regulations don’t apply to it.

PORTLAND, Ore. (AP) – A jury has ruled that two Portland police officers did not act negligently before fatally shooting a suicidal man atop a downtown parking garage in January 2012. The Oregonian reports jurors deliberated for nearly three hours before making the decision. An attorney for the parents of Brad Morgan said the officers failed to make a tactically sound plan.

SALEM, Ore. (AP) – Gov. Kate Brown is replacing a senior state official closely linked to former Gov. John Kitzhaber, who resigned in disgrace last month. Brown said that Michael Jordan is stepping down as head of the Department of Administrative Services. The governor appointed George Naughton (NAHW-‘-tuhn) as the agency’s interim director.

MOLALLA, Ore. (AP) – Clackamas County Sheriff Craig Roberts has apologized for the death of a miniature horse euthanized by a deputy who said it couldn’t stand and appeared “beyond medical help.” The owner objected to the decision to put down the animal, described as about 35 years old. She says the family pet had severe arthritis, which made it harder for the horse to get to its feet.
