PORTLAND, Ore. (AP) – A Portland jury has told the state to pay $4.1 million to two girls who said they were molested by their foster mother. The Oregonian reports the girls’ lawyers said in the lawsuit that the state failed to protect the girls, then 2 and 4, from their foster mom, Kimberly Vollmer. The lawyers said Vollmer had been reported to a child-abuse hotline seven times before state workers intervened.

PORTLAND, Ore. (AP) – Portland police have arrested the second of three people believed to be involved in a shooting outside a Portland high school. Police say Marquel Dugas was arrested on a probation violation, and they are working to identify a third person connected with Friday’s shooting that wounded three people. Two remain hospitalized.

RICHLAND, Wash. (AP) – The only nuclear power plant in the Northwest, the Columbia Generating Station at Richland, turned 30 years old over the weekend. It’s owned by the Energy Northwest utility consortium and it supplies a share of the electricity used by 92 Northwest utilities through the Bonneville Power Administration.

SACRAMENTO, Calif. (AP) – Thomas van der Mars shot 9 of 10 from the field to score 20 points and Portland led wire-to-wire to hold off Sacramento State 80-75 last night. Bobby Sharp scored 16 points for the Pilots, including four straight free throws in the final nine seconds.
