SALEM, Ore. (AP) – An Oregon election official says Gov. John Kitzhaber does not need to report free advice from a political consultant on his campaign finance disclosures. Kitzhaber’s Republican challenger, Dennis Richardson, has raised questions about when apolitical consultant started advising the Democratic governor and whether all of her work was properly disclosed. But a state election official said campaign finance laws don’t require disclosure of “personal services” if there’s no payment requested or received.

PORTLAND, Ore. (AP) – The Oregon Department of Education says the Portland school district disciplines black special education students at a higher-than-acceptable rate, and ordered the district to spend $1.5 million on programs to improve the situation. The money represents 15 percent of the federal funding the district gets from the Individuals with Disabilities Education Act.

GRANTS PASS, Ore. (AP) – Josephine County commissioners have given preliminary approval to a tax on marijuana. It would be effective if a statewide measure to legalize recreational use passes in November. The Grants Pass Daily Courier reports commissioners voted unanimously for a 10 percent local tax on sales of anything containing marijuana. It has to be approved a second time to be enacted.

PORTLAND, Ore. (AP) – Oregon health officials say a stretch of the Willamette River that runs through downtown Portland no longer has levels of toxic blue-green algae that are dangerous to people and pets. In mid-September, officials issued a health advisory, recommending that humans and animals stay out of that section of the river.
