SEATTLE (AP) – Some 911 service has been restored in parts of Washington but CenturyLink is still working on the statewide outage. CenturyLink’s Kerry Zimmer says technicians hope to restore all 911 service today but she can’t say for sure how long it will take. She says it’s unknown if the problem was caused by computer hacking or an equipment problem. Zimmer says it began about 1:30 a.m. at Sheridan, Ore., and service in Oregon was affected for a time. It has since been restored.

MEDFORD, Ore. (AP) – A Jackson County judge says flashing your headlights to warn other drivers about nearby law enforcement is protected as free speech under the Oregon Constitution. Jackson County Justice Court Judge Joe Charter ruled March 26 that a driver on Highway 140 didn’t break any law last September when he used his high-beams to warn other driver about a sheriff’s deputy in the car behind.

JOSEPH, Ore. (AP) – Wallowa County Commissioner Paul Castilleja is trying to raise money for a countywide dog control program that could include a limit on the number of dogs allowed per household. The La Grande Observer reports that Castilleja’s list of proposals for the program includes one that would limit each household to a maximum of two dogs. Another would prohibit dogs from city and county parks.

BEND, Ore. (AP) – The Oregon State Parks and Recreation Commission has approved a land trade that would allow development of a golf course and give the state 111 acres of oceanfront property near Bandon. Under the deal approved yesterday in Bend, 280 acres of the Bandon State Natural Area in Coos County will be traded to Bandon Biota for the future golf course.
