PORTLAND, Ore. (AP) – A Royal Dutch Shell icebreaker that was the target of environmental protesters is leaving Portland, Oregon, bound for an Arctic drilling operation. The Fennica headed out yesterday after authorities forced protesters in kayaks from a river and removed others dangling from a bridge. The icebreaker is a key part of Shell’s exploration and spill-response plan off Alaska’s northwest coast.

EUGENE, Ore. (AP) – Oregon Gov. Kate Brown has appointed Patty Perlow to become the top prosecutor of Lane County. The Register-Guard reports that the 52-year-old will become the first woman to serve as Lane County District Attorney. She’ll replace Alex Gardner, who is resigning today to direct Oregon State Police’s forensic services division. Perlow begins her new job on Monday.

SEATTLE (AP) – The U.S. Geological Survey has awarded $4 million to four universities in the Pacific Northwest and California to boost the development of earthquake early warning systems. The University of Washington, the University of Oregon, the California Institute of Technology and the University of California, Berkeley, received the awards. The goal is to improve and test a coast-wide system designed to detect potentially damaging earthquakes and alert people seconds before severe ground shaking takes place.

SALEM, Ore. (AP) – The head of the Oregon National Guard is getting a promotion. The U.S. Senate this week confirmed Daniel Hokanson’s promotion to lieutenant general. He’ll become the deputy commander of United States Northern Command and a vice commander at North American Aerospace Defense Command. Hokanson will be based at Peterson Air Force Base in Colorado.
