SALEM, Ore. (AP) – Prosecutors in Marion County say a Salem man has been arraigned on a murder charge in the July 2004 death of a man shot in the parking lot of his Keizer apartment complex. The Statesman Journal says Victor David Smith was arraigned yesterday in the death of Phillip Lynn Johnson. Capt. Jeff Kuhns says officers questioned more than 100 people during the nine-year investigation.

TACOMA, Wash. (AP) – Federal prosecutors say an Oregon man who devised a student loan scam and preyed on Russian immigrants in financial difficulties has been sentenced to 4 ½ years in prison for bank fraud. The U.S. attorney’s office says the loss from the scheme exceeds $900,000. Prosecutors say Alexander Sviridiuk (SVEER-uh-dook) of Happy Valley advertised in the Russian immigrant community, saying immigrants could get cash by applying for student loans, without needing to actually go to college.

ASHLAND, Ore. (AP) – New water quality tests are planned at Ashland’s wastewater treatment plant as authorities investigate what killed about 100 small fish downstream in Ashland Creek. City officials said records showed no change in oxygen or toxicity levels in the effluent that could account for the fish kill. The juvenile steelhead and other fish were found Sunday along a one-third-mile stretch of the creek.

PORTLAND, Ore. (AP) – The Portland Trail Blazers hope to strike gold for a second consecutive year during tonight’s draft. A year ago, Portland used the No. 6 pick to select Weber State guard Damian Lillard, who became the NBA’s Rookie of the Year. The Blazers pick at No. 10 this year.
