HILLSBORO, Ore. (AP) – A beaver dam on city property is flooding the yard of a Hillsboro couple. Barney Lewis and Laura Biro told KATU when they complained about the same problem two years ago a city crew came out and removed the dam. This year, they say the city doesn’t care. Tom Arnold of Hillsboro Public Works says only some landscaping for one property owner is affected. He says the city can’t get involved unless there’s a threat to life or a home.

ASTORIA, Ore. (AP) – Sea lions: marina pests or tourist attraction? That was the debate that broke out at a special meeting Tuesday of the Port of Astoria commission. The audience included animal welfare advocates who have been protesting the branding and harassing of sea lions by the Oregon Department of Fish and Wildlife at the East End Mooring Basin.

PORTLAND, Ore. (AP) – A committee of the City Club of Portland is recommending that the city add fluoride to drinking water to help prevent tooth decay. The full membership of the civic organization will vote on the issue April 19. The Oregonian reports it has endorsed fluoridation five times since 1955. Portland residents will vote May 21 on the issue.

SILVERTON, Ore. (AP) – A grand jury has cleared two Oregon state troopers and a sheriff’s deputy involved in the shooting death of a 78-year-old man who opened fire in a Silverton RV park in February. The Marion County grand jury found that the three law officers were justified in firing at Jimmie Hickey, who died of his wounds received at the Silver Spur RV Park on Feb. 25. Authorities say Hickey armed himself with a rifle and pistol and wandered through the park, shooting at people.
