PORTLAND, Ore. (AP) – A Portland sex offender whose victims include a 12-year-old girl who was made pregnant has been sentenced to more than 18 years in prison. Multnomah County Circuit Court Judge Karin Immergut called 37-year-old Otha Banks a serial pedophile and danger to the community. The Oregonian reports Banks pleaded guilty in October to second-degree rape and pleaded no contest to sex abuse charges involving two other young girls. In court, Banks suggested the girls’ relatives were at fault for not keeping closer watch over them.

SALEM, Ore. (AP) – The former civic leader and treasurer of the Stayton Booster Club charged with stealing its money in 2011 has been sentenced to repay $40,000 and serve 30 days in jail. The Statesman Journal reports that Dick Morley pleaded guilty to theft charges, ending a case that began more than a year ago when members of the club learned $60,000 was missing from its bank account. Morley was once a member of the City Council and school and fire boards, and he was named 2010 Stayton First Citizen.

SALEM, Ore. (AP) – The Oregon Government Ethics Commission has ruled that Gov. John Kitzhaber can accept fees for delivering health-policy speeches as long as he complies with a series of restrictions. The commission unanimously decided that Kitzhaber is allowed to earn outside income if he does it in his own time, doesn’t use state resources and isn’t getting the opportunity solely because of his position as governor. He also can’t accept speaking fees from organizations with an interest in government decisions.
