ASTORIA, Ore. (AP) – Arraignment for a man accused of leading
Astoria police on a high-speed chase after he was shot and wounded
by officers earlier this month has been delayed a day after the man
requested a Russian interpreter. The Daily Astorian reports that
37-year-old Yevgeniy Savinskiy of Washougal, Wash., made his
request yesterday to a judge, saying he wanted to be sure he
understood the legal terms involved. Judge Cindee Matyas
rescheduled the arraignment hearing for today.

PORTLAND, Ore. (AP) – Prosecutors say they’ve found no reason to
press criminal charges in the mishandling of evidence in a Polk
County triple killing case from 1998. Philip Scott Cannon served a
decade in prison for the killings and was released because
scientists discredited a test used to show bullets at the crime
scene matched those in his garage. When prosecutors moved to retry
Cannon, original trial evidence was missing, and charges were
dropped. The missing evidence turned up later.

NEW YORK (AP) – The president of an Oregon investment research
firm has been indicted on securities fraud charges in New York
City. Federal prosecutors yesterday announced the indictment
against John Kinnucan (kuh-NOO’-kun). He was arrested last week in
Portland and jailed without bail after the government claimed he
left threatening voicemail messages with prosecutors. Authorities
accuse the president of Broadband Research LLC of using inducements
to pump information out of company insiders.

UNDATED (AP) – The Legislature has approved an expansion of
Oregon’s small system of marine reserves. The House voted 57-2
yesterday to pass the bill creating three new marine reserves in
state waters, for a total of five. Senate Bill 1510 now goes to the
governor, who says he will sign it. The legislation ends more than
a decade of battling between commercial fishermen, conservation
groups and coastal communities over the idea of closing some areas
to fishing to give marine life a sanctuary.
