PORTLAND, Ore. (AP) – Portland police have taken a suspect into
custody after surrounding a downtown apartment complex in response
to reports of a man holed up inside with a gun. The Oregonian
reports early today that officers apprehended the suspect without
incident after a roughly 6-hour standoff. Sgt. Pete Simpson says
officers responded last night to calls of the man making threats
with a rifle or a kind of long-barreled gun.

SALEM, Ore. (AP) – The state appeals court has ruled that the
Oregon University System cannot ban guns on college campuses. A
three-judge panel has ruled that only the Legislature can regulate
the possession of firearms under a 1995 law intended to prevent
cities from creating their own gun bans. OUS Chancellor George
Pernsteiner says administrators are considering their legal
options. The law was challenged by the Oregon Firearms Educational
Foundation after a Western Oregon University student was sanctioned
for carrying a gun on campus.

DALLAS, Ore. (AP) – A woman sent to prison for plotting to kill
a Dallas couple has been charged in a separate case with rape. The
Salem Statesman Journal reports 48-year-old Cindy Lou Beck has been
charged with two counts of rape and two counts of sodomy. Salem
detectives began investigating in December 2010, when the victim
reported the abuse to authorities. He is younger than 16.

PORTLAND, Ore. (AP) – Jury deliberations have begun in the case
of a Clackamas County couple whose baby died after they didn’t seek
medical attention. The Oregonian says 26-year-olds Dale and Shannon
Hickman face second-degree manslaughter charges for the death of
their son, David, who was born two months early and lived less than
nine hours. The Hickmans are members of the Followers of Christ
church in Oregon City.
